Luis Torres said he offered to help the Jemez Mountains Electric Cooperative Board of Trustees draft a letter to Tri-State Generation and Transmission, but that he has yet to hear from Board Chair Nick Naranjo or General Manager Joseph Sanchez about his offer. “We are proposing entering into an open discussion to explore possibilities — this is a request, not a threat,” Torres wrote in a sample letter to Tri-State, which he provided to the Board.
