Española Police Officer Albert Rael arrested then Rio Arriba County deputy Joseph Aquino on Aug. 8, 2017, in the Lowe’s Home Improvement parking lot on charges of aggravated DWI and open container of alcohol in a vehicle. He was charged with aggravated DWI because he refused to take a breath test. Charges were dismissed March 10, 2019 for lack of prosecution.
