Jail’s Drug Program Spun Out of Control

(SUNfoto by Bryant Furlow) Rio Arriba County Assistant Jail Administrator Larry DeYapp said inmates can be “magicians” when it comes to smuggling drugs out of the jail’s pharmaceuticals dispensary. DeYapp attempted without success to have inmate Lawrence Kaiser transferred to the state psychiatric hospital in Las Vegas in December 2006 just two months before he was found dead in his cell.
