Salazar effectively won his race in early voting, earning more votes before polls opened Tuesday than both of his opponents combined earned overall. Fresquez was also active in the campaign of District 2 City Council candidate Peggy Sue Martinez, whose 100-vote margin in early voting helped propel her to victory.
