Out of Whack Water Bills

(SUNfoto by Emma Breysse) Saiz Lane residents Bill and Julianne Clapp look over their city utility bills for September and October. The October bill says the Clapps used twice their normal amount of water for a single month although they were out of town for two weeks. At least six other Española residents saw similar unexplained increases in the water usage on their bills in one of the past three months.
