Comp) Española resident Mary Sanchez wants to connect to the city’s water system, but says the couple who owns the property next door filled in a ditch she paid to have dug from her home to the meter behind her. The couple, however, says Sanchez never asked permission to dig across their property. They said they filled in the ditch because they didn’t know why it had been dug.
