At 11 a.m., Margo Garcia came out from behind the glass at the Rio Arriba County Treasurer’s Office to close for the day, before heading to a staff meeting in Tierra Amarilla. Within the first hour of the Office’s closure in Española, four people tried to pay their taxes, but found it closed. None of them knew about the closure.
