Española Police Chief Louis Carlos was the target of an internal affairs investigation in 2014 when he was still a lieutenant for the Santa Fe Police Department. The investigator, now Santa Fe Police Chief Andrew Padilla, found Carlos had violated a Department directive when he did not report domestic violence committed by an officer under his command.
