New Law May Help Trash Authority

    The North Central Solid Waste Authority has always necessarily been more focused on revenue considerations than on creating an environment where our residents don’t find it necessary to dump trash, old tires, furniture and appliances along our roadways and in the Rio Chama.

    Efforts to solve the Authority’s financial problems by requiring all residences to pay their “fair share” seem to have met with limited success. Perhaps it’s time to look at other ways to provide sufficient revenue to allow loosening the restrictions that currently suppress efficient disposal of the District’s trash.

    Apparently recent changes in state law permit counties within the Authority’s district to pass Tax Increment Ordinances to replace current sources of funding. Although it is now possible for counties to accomplish this without a referendum, substituting this source of revenue for the current assessment might be a near trade-off. It could possibly provide a more reliable source of funding for the Authority.
