Gov. Bill Richardson has proposed a special-session legislative package that calls for $200 million in new money to improve several highway projects in rural New Mexico.

The proposed package includes about $20 million for the Highway 64 project, from the Rio Arriba County line east to Highway 84. That road passes through Lumberton, Dulce and the Jicarilla Apache Nation.
