Española Municipal Judge Stephen Salazar said he bought paint and supplies Rodriguez used with a $2,600 state grant for beautification, landscaping and graffiti abatement. Salazar said he asked Rodriguez to paint the mural, which features a portrait of basketball star Michael Jordan, after seeing his work on exhibit at the Bond House.
