(SUNfoto by Whitney Jones) The Española City Council grilled Public Safety Chief Leo Montoya at an Aug. 23 meeting. Montoya appeared before the Council to present his monthly report, but the tables turned when councilors complained police weren’t doing enough to rid the city of panhandlers. According to Montoya’s report, there are 16 officers on the streets. Montoya later invited the public to call 753-5555, ext. 7, to report panhandlers as part of a new, zero-tolerance crackdown on the practice. He said dispatchers need the location, physical description and, if applicable, direction of travel for the subject of the report. He also said police will be conducting special operations targeting panhandlers. “We’re going to be out there, and these individuals are going to be prosecuted to the fullest extent of the law,” Montoya said.
